Update Opposition files emergency motion on bridge collapse

KUALA LUMPUR: An emergency motion was filed in the Dewan Rakyat today to discuss the bridge collapse that killed at least one student in Kuala Dipang, Kampar on Monday night.

Ipoh Barat MP M Kula Segaran filed the motion at the speaker's office at 11.15am under Standing Order 18(1) to adjourn the House and to have it urgently discuss the bridge tragedy, which is of public interest.

Speaking at a press conference in the parliament lobby today, he said the matter was of grave concern as 22 students in a camping programme sanctioned by the education ministry fell into Sungai Kampar after the suspension bridge they were crossing collapsed, resulting in one death and two missing.

Kula said Speaker Tan Sri Pandikar Amin Mulia would usually decide within a day on whether to approve the emergency motion, stressing that the decision should be known by tomorrow.

For an emergency motion to be approved and debated in the House, it must fulfil the criteria of being specific, of public interest and urgent.

"How can a suspension bridge built only two weeks ago collapse?" said Kula, who is DAP vice-chairman. DAP leaders and Perak MPs including Lim Kit Siang, Datuk Ngeh Koo Ham and Nga Kor Ming had visited the tragedy site.

Kula also questioned the wisdom of the organisers of the camping programme to allow the children to cross the suspension bridge at night despite knowing the fact that the river was fast-flowing.

"It does not matter whether the bridge is private property. You don't like to send your child to some government programme and see them come back as a dead body," Kula said.

Kula said a comprehensive investigation must be conducted on the tragedy and those responsible for it must be brought to book. He urged that similar school camping programmes be immediately stopped until the result of the investigation was made known.

"This has become a 1Malaysia tragedy," he said, adding that the opposition party was determined to get to the bottom of the tragedy.

It was reported that the 22 pupils were among 298 from 60 primary schools in Perak that were attending a 1Malaysia Camp co-curriculum activity organised by the Kinta Selatan District Education Department.

In Kampar, Deputy Prime Minister Tan Sri Muhyiddin Yassin, who is also Education Minister, ordered the setting up of a committee headed by Director-General of Education Tan Sri Alimuddin Mohd Dom to investigate the collapse of the bridge, said a Bernama report.

The committee would also have representatives from the Public Works Department (JKR) and the Perak government, he said after a visit to the scene of the accident at Sekolah Kebangsaan Kuala Dipang near here today.

"We will give the committee sufficient time to prepare a complete and detailed report," Muhyiddin told reporters at the scene. Also present were Perak Menteri Besar Datuk Seri Dr Zambry Abdul Kadir, Works Minister Datuk Shaziman Abu Mansor and Housing and Local Government Minister Datuk Seri Kong Cho Ha.

N Dina Deve, 11, of Sekolah Jenis Kebangsaan Tamil (SJKT) Mambang Di Awan, drowned and two other pupils, one from the same school and another from SJKT Gopeng, are missing following the collapse of the bridge at 10.30pm on Monday.

They were among the 294 pupils from 64 primary schools in several Perak districts who were attending a 1Malaysia Camp aimed at forging unity and interaction.
