He said Ling, who testified before the PAC today, clarified that he signed the letter following proposal by the secretary-general of Transport Ministry as well as green light from the ministry's legal advisors. "The letter itself does not mean a guarantee and as such there should be no financial implication on the government,"Azmi told a press conference today.
