Lim was criticised by Penang PKR chief Datuk Zahrain Hashim for voicing his unhappiness about the issue in the media while PKR deputy president Dr Syed Hussein Ali also called on Lim not to raise the matter via the media as it would be exploited by the Barisan Nasional. Lim was vocal about the way the matter was handled as he was only informed of Fairus' resignation after the media were alerted by the PKR. "There is no need to dwell on this as we are all together," Lim told reporters after the swearing-in of former Penang Island Municipal Council (MPPP) president Datuk Zainal Rahim Seman as the new state secretary. Lim thanked the federal government for agreeing to the state government's request to appoint Zainal, whose term as MPPP president had ended earlier. Zainal replaced Datuk Jamaluddin Hassan, who retired in March. Lim said the appointment showed that the state and federal governments were capable of setting aside their political differences for the common good of the state and its people. Lim said in order for Penang to achieve its international city status, the civil service would also have to be of similar standing. "I believe Zainal is the right person for the job as he is a hands-on man and he can bring the civil service in the state to greater heights. "He can be the conduit between the federal and state governments to ensure our visions and missions are realised with the full support of the civil service," he said. Earlier at Zainal's swearing-in, Lim said there must be a change in the mindset of civil servants and Zainal was the right person to push for this to happen. "It is pointless if we sent civil servants for 10,000 courses if their attitude doesn't change," he said. Meanwhile, Lim also welcomed Prime Minister Datuk Seri Najib Razak's statement on open tender for projects. "Najib must ensure that the system is truly open and all must be allowed to participate. If this is restricted to only those registered with the Finance Ministry, it is still a form of closed tender," he added.
